It would be extremely discourteous, not to mention bad for business, for any shop in Wales, or elsewhere, to ignore the local language.

I listened to a Los Angeles Theatre Works (LATW.org) version of Under Milk Wood on Saturday evening. Not as good as the original BBC version, but not bad - although some Welsh pronunciations were a bit off, and somehow Coronation Street is introduced as the main street of Llareggub. I doubt very much if there is any such street anywhere in Wales. As Wales is a Principality, the Coronation is not very relevant to the country. Charles is not King of Wales.

William wrote:

the shop is part of a multishop chain that has lots of shops in England

Why is that relevant, William? You may be aware that a commercial website operating in Germany, Austria or Switzerland is legally required to include an “Impressum” disclosing information about the owner, regardless of whether or not that owner is based in a German-speaking country. In much the same way, it seems self-evident that if a business is operating in Wales it should do so in line with the laws and customs of Wales, regardless of whether it has lots of shops in England, few shops in England, or none at all.
