As far as I’m concerned, DrawPlus x8 still works perfectly (W11).
I don’t know if this is the cause of your problem, but an object must be selected for certain tools to become active.

Some are greyed out. This was never an issue. Granted, I have not used them is quite a wile, but this is strange. Also, it is occurring with my Page Plus x9.
