Not sure what is going on here. Never had this issue.
This is screenshots from an exported PDF.
Duplicate image error / issue. Masked image seems to be pulling imagery from another photo lower in the design. In the Publisher file this is not happening, only in the exported PDF. There is not more than one image being masked.
Rasterized text with outer shadow is also all messed up for some reason.

I vaguely remember seeing a similar report quite recently, but I’m afraid I don’t even know whether it was posted to these forums or whether it was on the official support forums just before they closed. Either way, I couldn’t tell you whether or not the problem was resolved.
