Can I use BT webmail to send a text message to someone's mobile phone please?

If so, how please?

I have the number of the mobile phone but for various me-specific reasons that may well not apply to other people I cannot reply by sending a text message from my mobile phone

You may be able to use Microsoft Phone Link, so long as such an approach isn’t hindered by your inability to reply by text message from your mobile phone.

But I am not wanting to link to a phone.

For example, whereas I can send an email to john@example.com I want to be able to use my BT webmail to send a message to mobile telephone number 07 whatever and the owner of that mobile phone receive it as if it is an ordinary text message send from a mobile phone.

Skype is retiring next month.

Both TextAnywhere and SMSlocal seem to focus on providing bulk SMS services for marketing purposes. Google Voice looks more promising: despite the name, you can use it for text messages as well as voice calls.
